Introduction
PetroChina Liaoyang Petrochemical Company (hereinafter referred to as the Company) is located in the ancient city of Liaoyang with a history of over 2,400 years. It originated from "textile weaving" and prospered through "oil refining." After more than 40 years of construction and development, the Company has undergone three entrepreneurial phases and has now become China's only integrated refining and chemical enterprise fully processing Russian crude oil, as well as PetroChina's largest producer specializing in aromatics. Its production capacity for aromatics and derivatives ranks among the top in the country. The predecessor of the Company was Liaoyang Petrochemical Fiber Complex. On February 5, 1972, it was approved by Chairman Mao Zedong and designated as a national key project at the State Council executive meeting presided over by Premier Zhou Enlai. The project involved the comprehensive introduction of foreign technology and equipment. Construction began in 1974, and the project passed national acceptance and officially commenced production in 1983. By 1986, all investments had been recouped. As one of China's four major chemical fiber bases, the Company produced the polyester staple fiber that woven China's first piece of "Dacron" fabric, making significant contributions to addressing the issue of "competition for land between grain and cotton" and clothing the nation at that time. In February 1991, the Company was approved to construct the "second-phase project," establishing an industrial platform for transitioning from "large chemical fiber" to "large aromatics." In June 1998, the Company was placed under the leadership of China National Petroleum Corporation (CNPC), accelerating its industrial transformation and upgrading. A series of key projects were successively completed, including a 5.5 million tons/year atmospheric and vacuum distillation unit and a 700,000 tons/year extraction unit. This preliminary completed the transition from petrochemical fiber to petrochemicals, gradually establishing the Company as a large petrochemical base specializing in aromatics and a key national enterprise for processing Russian crude oil. Both industrial scale and economic aggregate achieved leapfrog growth. The Company currently has 14 functional departments, 5 auxiliary centers, 6 directly affiliated units, and 23 secondary units, with a total workforce of 13,000 employees. It operates main production lines for refining, aromatics, olefins, polyester, and nylon, with 79 main refining and chemical production units and 52 auxiliary production units. The crude oil processing capacity reaches 10 million tons/year, producing 4.3 million tons of high-quality diesel, 2.6 million tons of gasoline, and 800,000 tons of jet fuel annually. It has a production capacity of 1.6 million tons of aromatics, 300,000 tons of polyester, 200,000 tons of ethylene, and 140,000 tons of refined adipic acid. The Company's gasoline and diesel were the first to meet the strictest National VI (B) clean fuel quality standards; its jet fuel has been certified by the National Aviation Fuel Identification Committee; its independently developed PETG copolyester passed FDA, ROHS, and GB4806 tests and certifications, making it the third-largest producer globally and the first in China; its proprietary processing technology for ultra-high molecular weight polyethylene is at the leading domestic level; and its refined adipic acid can fully replace imported high-end products. The Company owns a dedicated railway line and a 190-kilometer refined oil pipeline to Yingkou Port, with an annual transmission capacity of 9.6 million tons. Its products are sold throughout China and to over 30 countries and regions overseas. The Company has fostered the "Four Spirits of Liaohua": "Seven Feet of Cloth, Leading the Way, Northern Furnace, and Hard Bone." It possesses a strong technological innovation system, including an academician workstation, a national-level enterprise technical training center, provincial and ministerial-level industrial technology innovation platforms, key laboratories, postdoctoral workstations, and master studios. It has cultivated a large number of talents, including National Technical Experts, Liaoning Craftsmen, and CNPC Skill Experts.
